I think it is important to see this in context. Obviously, modern 3D support is important, but the question should be, for what? Right now, there are not many games that would take advantage of this, most of them are tied to the MiniGL API and would need to be converted to be usable at all with a new OpenGL. However, I think the current focus must go a different route. Obviously, there won't be a Modern Warfare 2 for the Amiga in the foreseeable future (if at all), so the focus must be on application and productivity support. The most important thing right now is to develop AmigaOS4.x to a point where it can replace Windows or Linux for a user's daily operation. That means:
1. Decent browser support (Obviously in the work with Timberwolf)
2. Productivity suites like OpenOffice4kids
3. Support for modern standards and languages like Java
OpenGL and 3D do belong in this category too, since programs like Blender3D highly depend on these. However, this is as much a niche as games are and without a solid foundation OpenGL doesn't help that much on its own. I think that right now improvements to the overall system, better debugging and developer support, and stable API's are more important.
